苫小牧市道営住宅新築工事（植苗中央団地）

苫小牧市道営住宅（植苗中央団地）の計画では、周辺の学校や福祉コミュニティ施設、公園等の公共施設の利用しやすさに配慮した配置計画を基本に、「新たな地域コミュニティをつくること」を重要と考えた。地域の将来的な課題に対して住宅政策と福祉政策の両立を図り、新たなまちづくりを推進する「地域とつながる公営住宅」をめざした。周辺のスケールに対し規模の大きな道営住宅の建設にあたり、建物ボリュームを抑えつつ、周辺環境の安全確保や公共施設へのアクセス性、居住部の快適性などに配慮し、敷地形状を活かした南向き配置とした。さらに、市道から公園への視線の抜け、各所オープンスペースの確保などにより、新たな団地の風景をつくりだしている。

In the planning of Uenae Chuo Complex, the layout was based on ease of access to nearby public facilities — including schools, welfare and community centers, and parks — while placing particular importance on “creating a new local community.”
The project aims to establish public housing that connects with the surrounding community, promoting a new model of urban development that balances housing policy with social welfare initiatives in response to the region’s future challenges.
Given the relatively large scale of the municipal housing compared with the surrounding neighborhood, the building volume was carefully moderated to harmonize with its context.
Considerations such as ensuring safety in the surrounding environment, maintaining good accessibility to public amenities, and enhancing the comfort of residential spaces led to a site plan that takes full advantage of the lot’s geometry, orienting the buildings to the south.
Furthermore, by creating visual openness from the city road toward the adjacent park and incorporating generous open spaces throughout the site, the project forms a new residential landscape that integrates naturally with its surroundings.
